Khmelnytskyi, 7 July 2016 - Experts of NPM Department of the Ombudsperson's Office and the Kharkiv Institute for Social Researches conducted a 2-day workshop for 20 directors of social care facilities from different regions of Ukraine and the Ministry of Social Policy to introduce and learn the minimal standards of fair treatment of persons housed in places of freedom deprivation in the social sphere.

The main goal of the event was increasing the participants' capacity in the area of fair treatment and human rights protection of old people, people with disabilities, children in social care facilities.
"This event should be uniquely placed to serve as a forum for active dialogue among the Office of the Ombudsman, civil society organizations, NPM monitors, the Ministry of Social Policy and representatives of social care facilities" – said the Team Lead of UNDP's Strengthening Capacities of the Ombudsperson's Office Project Svitlana Kolyshko opening the event.
A leading expert of the Kharkiv Institute of Social Researches Andrew Chernousov underlined the importance of tolerance, respect and peaceful existence of people in different residential care facilities and encouraged attendees to employ and promote these fundamental principles in their everyday work. "You deal with some special categories of people who are in need of appropriate treatment and protection. It should be understood that this problem concerns everybody and there can't be "it has nothing to do with me attitude". This change of public perception of the problem related to the protection of the most vulnerable groups has to be reflected in the country's agenda ", emphasized the expert.

During the workshop, the participants had an opportunity to see the best examples of appropriate treatment conditions in the Khmelnytskyi Regional Residential Care Facility and the Khmelnytskyi Territorial Center of Social Services.
The main outcome of the workshop was the effective exchange of experience among managers of the social care facilities and agreement to jointly influence the implementation of vital changes in the quality of services ensuring minimum standards of human rights.
This workshop was conducted with the support of UNDP's Strengthening Capacities of the Ombudsperson's Office Project.
