Transparent Construction: Ukraine adopts Korea’s approach to online monitoring of road construction

“We have a unique chance to get for Ukraine a system that allows online monitoring of construction at all stages: from receiving tenders to the transfer of objects into operation”, said Volodymyr Omelian, Ukraine’s Minister of Infrastructure, during the public presentation of the "Transparent Construction" program for managing infrastructure projects and the web-portal CoST .

The Minister of Infrastructure of Ukraine described the impact of his recent trip to Seoul, aimed at helping full implementation of the "Transparent Construction" programme in Ukraine. The programme is based on the experience of Seoul, Republic of Korea. "In this regard, Ukraine has full support both the Korean Government and from the city hall of Seoul."

The Minister thinks 2018 will be a turning point for infrastructure: "Next year, we will transfer 120,000 kilometers of roads to the oblasts’ budgets. According to our estimates, they [the oblasts] will receive about 30 billion in funding. Up to 10 billion will be allocated for roads, and we are working on increasing this sum. It is extremely important that the funding to be distributed at the regional level is well managed, with no misappropriations. In reality, it will depend on the CoST system’s efficiency".

"I would like to express my gratitude to the United Nations Development Program in Ukraine for a high-quality technical support, based on which the Ministry of Infrastructure has prepared the tender documentation”, he added. “In two weeks we will announce a tender for the development of the "Transparent Construction" system on ProZorro. We would like to invite powerful Ukrainian and foreign IT companies, specializing on automation, to participate in the tender",  stressed Volodymyr Omelyan.

The event was attended by representatives of the State Road Administration of Ukraine, UNDP Ukraine, Kyiv City State Administration, as well as representatives of international financial institutions and international partners. Participants discussed ways of implementing the system in Ukraine at the national and municipal levels.
