
UNDP has been supporting the ongoing anti-corruption reforms in Ukraine since 2014, with a focus on innovation for transparency and integrity.
UNDP is a long-standing partner of the Government of Ukraine in implementing reforms. While the Government and the respective state bodies and institutions lead the process and set priorities, UNDP recognizes that a substantial reduction of corruption, as required by the Global Agenda 2030, will only be possible with a prominent role of civil society and the necessary awareness and attitudes among the general public.
Ukraine’s anti-corruption reforms are framed by national legislation and international commitments, which clearly lay down the responsibilities and roles for different state institutions. The National Agency on Corruption Prevention (NACP) is designated to play a crucial role in this regard. One of its main functions is the establishment and operation of a complex and ground-breaking asset declaration system for persons authorized to perform functions of the State or Local Government. UNDP supported the launch of the original system in 2016, and has since then provided support to complete the automatic verification of e-declarations.
Following the adoption of the Government Action Plan in November 2017, UNDP transferred an additional software package to NACP to enable it to complete the verification module. With that, UNDP fulfilled all the obligations undertaken up to that point. UNDP remains ready to contribute to the completion of the system to ensure that it can be used at its full potential and purpose, which is to put in place an effective transparency tool for public officials and ultimately to reestablish trust in government. For UNDP to continue assisting effectively, requests from Government must be clear, targets must be achievable, and appropriate access must be provided.
UNDP stands ready to collaborate with all partners who are genuinely committed to fighting corruption in Ukraine. The prevention of corruption must be a joint effort of responsible state bodies, civil society and the international community. UNDP is encouraged by the appreciation expressed by the NACP and its commitment to pursue a continued partnership and looks forward to a swift completion of all remaining steps towards a full automated verification of asset declarations.
