Increasing role of regional coordinators in the current situation in Ukraine

"The work of regional coordinators for public relations throughout August-December 2013" report produced by the UMDPL Association and recommendations on the improvement of regional coordinators work provided by expert group of Advisory Council of the Commissioner for Human Rights was presented to the attention of regional coordinators during the coordination meeting on 25-26 July in Kyiv.


The participants of meeting have also discussed the ways to improve institution's performance, in particular with regard to increasing efficiency of the work of regional coordinators by planning their operations for the second half of 2014. In addition to the traditional functions outlined in the Memorandum of Cooperation between the Commissioner for Human Rights and Association of Ukrainian Human Rights Monitors on Law Enforcement (UMDPL Association), the Commissioner also entrusted regional coordinators with a task to observe the rights of mobilized citizens, military servants and members of their families, internaly displaced persons, in particular children deprived of parental care.
 
Particular attention was paid to practical aspects of regional coordinators work and their cooperation with Secretariat of the Commissioner such as: carrying out special proceedings of the Commissioner's Office upon violations of human rights, using in-house documents of law enforcement agencies to collect evidence about human rights violations, carrying out joint proceedings of Secretariat of the Commissioner and NGOs, and implementation of the national preventive mechanism.
 
The agenda of meeting with regional coordinators for public relations of the Ukrainian Parliament Commissioner for Human Rights also encompassed training on the implementation of the provisions of the Criminal Procedure Code of Ukraine.
